Providing Electrical Services - Practising the Profession
General Information
In order to practise the profession of an Electrical Engineer, a Senior Electrical Technician Engineer, an Electrical Installations Contractor, an Electrical Equipment and Appliances Maintainer, or a Wireman (Electrician) in the Republic of Cyprus, one needs to register at the Registry of the Department of Electrical and Mechanical Services (EMS) and obtain a Certificate of Competency by the EMS, according to the provisions of the Electricity Law and Regulations and, at the same time, hold a corresponding annual Registration Certificate (annual license).
Application Submission
Who is Eligible
Physical persons are eligible to obtain a licence to practice the profession of an Electrical Engineer, a Senior Electrical Technician Engineer, an Electrical Installations Contractor, an Electrical Equipment and Appliances Maintainer, or a Wireman (Electrician) if EMS is satisfied that they:
- have the appropriate educational background according to the specific field (see “Summary requirements for the issuance of the various Certificates of Competence”);
- have the appropriate experience according to the electrical field applied for (see “Summary requirements for the issuance of the various Certificates of Competence”);
- are a registered member of the Cyprus Scientific & Technical Chamber in the field of Electrical Engineering (applicable only in the case of Electrical Engineers);
- have succeeded in the examinations provided by the EMS (applicable only in the case of Electrical Installations Contractors and Electrical Equipment and Appliances Maintainers);
- are at least twenty one or nineteen or eighteen years old in the case of Electrical Installations Contractors or Electrical Equipment and Appliances Maintainers or Wiremen (Electricians) respectively;
- have good knowledge of the Greek language; at a level to be able to practice the profession.
Where to Apply
Initially, the application for the issuance of the Certificate of Competency for an Electrical Engineer, a Senior Electrical Technician Engineer, an Electrical Installations Contractor, an Electrical Equipment and Appliances Maintainer, or a Wireman (Electrician) can be submitted either through the PSC Cyprus or directly to the Competent Authority:

Which Certificates must be Submitted
The application for the issuance of the Certificate of Competency should be accompanied by the following documents:
- copy of identity card or Registration Certificate of Member State Citizen of the EU (MEU1);
- copy of University degree or academic title in the respective electrical field applied for (if not available in Greek or English Language, a certified translation (e.g. by a registered Sworn Translator) in either language needs to be submitted);
- copy of Registration Certificate to the Cyprus Scientific & Technical Chamber’s Registry in the field of Electrical Engineering (applicable only in the case of Electrical Engineers);
- copy of Certificate of the professional experience in the respective electrical field applied for (if not available in Greek or English Language, a certified translation (e.g. by a registered Sworn Translator) in either language needs to be submitted);
- copy of success in the examinations provided by the EMS (applicable only in the case of Electrical Installations Contractors and Electrical Equipment and Appliances Maintainers);
- detailed Statements of Remuneration of the insured by year and employer, for every year of employment, by the Ministry of Labour and Social Insurance.
Fees Applicable & How to Pay
Application fees (payable either by cash, check or credit/debit card) for the various competence levels are the following:
- € 30,50 in the case of Electrical Engineers;
- € 20,50 in the case of Senior Electrical Technician Engineers;
- € 20,50 in the case of Electrical Installations Contractors;
- € 18,50 in the case of Electrical Equipment and Appliances Maintainers;
- € 6,50 in the case of Wiremen (Electricians).
Additionally, the (annual) fee for the issuance of the Registration Certificate is € 8.50 (payable either by cash, cheque, or credit/debit card or by electronic payment through JCCsmart).
Please note that, in case that it is the first application for the issuance of the Registration Certificate (annual licence) the application should be accompanied by one (1) identity-card-sized photo and the payment must be done at the offices of the Department of EMS.
For all other cases (renewals), the annual (licence) payment fee is €8.50 (payable either by cash, cheque, or credit/debit card or by electronic payment through JCCsmart).
It is pointed out that no unregistered individual, or company, can undertake the execution of electrical work and neither participate in any tender for the execution of any electrical installation, if he/she does not hold a Certificate of Competence and a corresponding annual Registration Certificate or Business Practice License, issued by the Department of Electrical and Mechanical Services, as per the provisions of the Electricity Regulations.
Decision Notification
The applicant is informed regarding the authorisation decision within three months from the date that the application form and supporting documents were duly submitted.
The Registration Certificate is issued within approximately 15 days.
Licence Validity Period
The Certificate of Competency is valid for an unlimited period of time.
The Registration Certificate (annual licence) is valid from the date of issue until the 31st of December of the year issued.
For the renewal of the Registration Certificate, the application and the payment of the fee (€ 8.50) can be submitted online.

How to File an Administrative Action
Administrative Action Against a Competent Authority’s Decision
Any person may file an Administrative Action at the Administrative court against a decision, act or omission of any competent authority or body.
Pursuant to Article 146 of the Constitution, an Administrative Action may be lodged within 75 days from the date of the decision or act or omission or from the day when such decision or act or omission was notified to the applicant.
The Administrative Court acts as a cassation Court and not as a substantive Court. In other words, the Administrative Court may:
I. Dismiss the Administrative Action
II. Annul wholly or partially the contested decision or act
III. Compel the relevant authority or body to take a certain action
After a decision is annulled, the authority and/or public body must reverse things back to the state prior to when the concerned decision and/or act was executed and reexamine.
How to Appeal
Appeal Information
An Appeal may be filed against the Administrative Court’s first-instance decision within a period of 42 days from the date such a decision was given.
At the Supreme Court (Court of Appeal Section) hearing, the contested issue of the appeal remains the legality of the decision or act already adjudicated. However, such a revision of the legality of the decision or act is solely examined on the matters and the extent that the two parties have limited the reasons in the relevant notice of appeal.
The decision adopted by the Supreme Court is considered final in relation to the matter that has been judged.

What are my Obligations
Registered Electrical Engineers, Senior Electrical Technician Engineers, Electrical Installations Contractors, Electrical Equipment and Appliances Maintainers, or Wiremen (Electricians) are obliged to comply with the provisions of the Electricity Law and Regulations, as periodically amended. The Department of Electrical and Mechanical Services (EMS) has the jurisdiction either under any violation of the Law and regulations or under any court’s decision, to suspend for such a period as it may deem necessary or revoke the certificate of competency of any Electrical Engineer, Senior Electrical Technician Engineer, Electrical Installations Contractor, Electrical Equipment and Appliances Maintainer, or Wireman (Electrician) issued.
No person, whose certificate of competency has been suspended or revoked, shall, during the period of such suspension or revocation, undertake the responsibility or execution of any electrical installation and/or maintenance of electrical equipment and appliances.
