Hairdresser or Barber

Every natural person is eligible register to the Hairdressers’ and Barbers’ Register and obtain a licence to practice as a hairdresser or a barber, provided that the Cyprus Council of Hairdressers and Barbers Registrar is satisfied that the applicant:

A) Is an EU member state citizen or at the time of application is a spouse or child of an EU member state citizen and has his/hers usual residence in the Republic of Cyprus and;

Furthermore, the Cyprus Council of Hairdressers and Barbers Registrar has the authority, on special cases, to allow for any time-period as defined by the Cyprus Council of Hairdressers and Barbers Registrar, the registration to the Hairdressers’ and Barbers’ Register of a person, who has his/her usual residence in the Republic of Cyprus and fulfills the prerequisites as defined in paragraph (B), even if he/she is not an EU member state citizen or a spouse or child of an EU member state citizen:

B) Holds a hairdresser and/or barber diploma or certificate of a recognized secondary professional institute/school of at least two years of study and has the following practical experience:

• Barber: one year of practicing the profession;
• Hairdresser: two years of practicing the profession.

C) Has practiced the profession of a hairdresser or barber for at least one year prior to the date which, the current Law comes into effect, given that the applicant provides the necessary proof/evidence, as defined by the Cyprus Council of Hairdressers and Barbers Registrar. In case of legal person, the Cyprus Council of Hairdressers and Barbers Registrar must be convinced that the above are valid for one of the directors of the legal person.

Persons that do not possess the requested qualification as defined in paragraph (B) may have be eligible to register to the Hairdressers’ and Barbers’ Register if they can prove that they have the following experience:

• Barber: four years of practicing the profession;
• Hairdresser: five years of practicing the profession.

The application for member’s registration can be submitted directly to the competent authority:

1. The application should be accompanied by the following documents:

   • Copy of Diploma (with translation in Greek or English language if applicable);
   • Copy of Certificate of Social Insurance Contributions (in order to prove the years of working experience in hairdressing/barbing);
   • Copy of photo;
   • Copy of passport or identity card;
   • Copy of Residence and Employment Permit.

Upon approval, the applicant must pay:

• Licence fee of €50 to the Cyprus Council of Hairdressers and Barbers Registrar (payable either by cash, cheque or bank transfer);
• Along with the registration fee of €17 to the Pancyprian Federation of Hairdressers and Barbers (as defined by the general meeting).

The renewal fee is €50 along with the subscription fee of €17.

Administrative Action Against a Competent Authority’s Decision

Any person may file an Administrative Action at the Administrative court against a decision, act or omission of any competent authority or body.

Pursuant to Article 146 of the Constitution, an Administrative Action may be lodged within 75 days from the date of the decision or act or omission or from the day when such decision or act or omission was notified to the applicant.

The Administrative Court acts as a cassation Court and not as a substantive Court. In other words, the Administrative Court may:
I. Dismiss the Administrative Action
II. Annul wholly or partially the contested decision or act
III. Compel the relevant authority or body to take a certain action

After a decision is annulled, the authority and/or public body must reverse things back to the state prior to when the concerned decision and/or act was executed and reexamine.

Appeal Information

An Appeal may be filed against the Administrative Court’s first-instance decision within a period of 42 days from the date such decision was given.

At the Supreme Court (Court of Appeal Section) hearing, the contested issue of the appeal remains the legality of the decision or act already adjudicated for. However, such revision of the legality of the decision or act is solely examined on the matters and the extent that the two parties have limited the reasons in the relevant notice of appeal.

The decision adopted by the Supreme Court is considered final in relation to the matter that has been judged.

• The Registration of Hairdressers and Barbers Regulations (in the “Applications & Documents”)

Registered hairdressers and barbers are obliged to comply with the provisions of the Registering hairdressers and Barbers Law and Regulations, as periodically amended.

Authorized officers of the Cyprus Council of Hairdressers and Barbers Registrar conduct regular inspections in order to ensure that the hairdressers/barbers possess the relevant licence.
