Building permission

General Information

To build, demolish, construct, extend, alter, repair or convert the use of premises in the Republic of Cyprus, you must obtain the following:

A town planning permit
A building permit

Refer to the relevant municipal council, district officer or community council, depending on where the immovable property is located (a municipality, district or community).

The application procedure

The application for a building permit must be submitted by hand either by the owner of the immovable property, or an authorised representative, to the relevant local authority.

Below is a list of the supporting documents most likely to be required as part of your application.

two sets of original and recent architectural plans signed by the owner and the architect/civil engineer of the immovable property ;
two sets of original and recent topographical plans signed by the architect/civil engineer;
original and recent title deeds or bank certificate regarding mortgaged property;
original town planning permit;
declaration of the architect/civil engineer;
certificate by the Cyprus Scientific and Technical Chamber regarding the architectural works, civil engineering works, and authorisation of responsibility;
application fee, payable by cash or cheque (Regulation 62 of the Streets and Buildings Regulations ).

If the applicant is a legal entity, the following supporting documents might be required:

original and recent Certificate of Incorporation of Company;
original and recent Certificate of Registered Office Address;
original and recent Certificate of Directors and Secretary;
original and recent Certificate of Shareholders;
original and recent certified copy of Memorandum and Articles of Association;
original and recent proxy statement for the company’s representative.

The application may sometimes require a specialised study, e.g. a static study, a study of the building electrical system (electrical study), a mechanical study, a study of the sewage system, or on the energy performance of the building.

On-site inspections may also need to be carried out in order to inspect the immovable property and the surrounding area. Other departments or services may also need to get involved in the inspections, e.g. the Environmental Services, the Cyprus Fire Service, the Department of Labour Inspection, or the Public Health Services.
